Annoyed in Washington State
After my clicking past five pages of tables of contents at Thomas, I found this in the H.R.1585: National Defense Authorization Act for Fiscal Year 2008. One must have steel of patience to last through these tables for most of them will never actually say what is the law; these tables just shows short, summary/titles of the proposed law. No wonder most Congressmen don’t really know what they are voting.
Somebody is annoyed in Spolkane.

SEC. 367. PROHIBITION ON DEACTIVATION OF 36TH RESCUE FLIGHT.
The Secretary of Defense shall ensure that no action is taken to deactivate the Air Force unit known as the 36th Rescue Flight that is assigned to Fairchild Air Force Base in Spokane, Washington, or to reassign or reorganize any of the search and rescue capabilities of that unit.
